Results from the Potential Analysis System (PotAS) of Germany's winter sport federations will provide the basis for structural discussions and funding, the German Olympic Sports Confederation (DOSB) has said.

From March 15 to May 22 this year, Germany's winter federations were asked to enter data into the online system.

Results have been published by the PotAS Commission, with the curling, ice hockey, ski, snowboard, bobsleigh and skeleton, skating and speed skating federations assessed.

The survey claimed the results were "optimistic", and said federation structures tend to be "solid" among the organisations.

It was claimed the results will allow federations to assess their own strengths and weaknesses.

The results will allow them to recognise areas for improvement, it is claimed.

The findings are now set to be used by the DOSB over the coming months in discussions with the winter federations.

"The PotAS is one of several core elements of competitive sports reform and part of the potential oriented funding system," the DOSB stated.

"As a quality management system, PotAS supports the associations in their endeavour to optimise the conditions for the athletes and thus for performance-related achievements.

"From the point of view of the DOSB, the medium to long-term goal is to continuously develop all participating associations so that they can offer optimal conditions for their athletes.

"In terms of quality management, the winter sport's PotAS results can now be used as a starting point for optimisations by the associations.

"Discussions on development measures are based on uniformly documented facts and thus lead to a more objective decision-making basis.

"The PotAS results provide guidance for the significant structural discussions with the winter sports federations over the next three weeks.

"On the basis of these structural talks, the funding commission is expected to make the decision on future funding per discipline at the end of September.

"At the first PotAS run for the seven Olympic winter sports federations with 36 disciplines, numerous important findings for a necessary adaptation of the system have been collected.

"These should now be evaluated in the coming months and considered in PotAS.

"Thereafter, the analysis of the summer sports federations is implemented on the basis of an advanced system."
