Egyptian Paralympic_Committee_logoSeptember 12 - An Egyptian Sports Ministry representative, who was part of his country's delegation at the Paralympic Games in London, has been fined for groping a 21-year-old woman's breasts before the Closing Ceremony on Sunday (September 9). 


Ibrahim Ahmed Khalil was arrested at the Grange St Paul's hotel, where leading members of the International Paralympic Committee were staying, and spent two days in custody before appearing at City of London Magistrates' Court this morning. 

The 56-year-old had tried unsuccessfully to claim diplomatic immunity. 

The Court accepted his apology, accepting "it is a one-off error of judgment", and ordered him to pay a £160 ($257/€200) fine, £100 ($161/€125) costs, £100 ($161/€125) compensation to the woman, and a £15 ($25/€19)) victim surcharge. 

Khalil, Egypt's junior Minister for Sport, fondled the young woman's breast as he showed her where to pin a badge hours before he was due to leave to attend the Closing Ceremony at the Olympic Stadium. 

Images from three CCTV cameras showed him approaching them and kissing the victim's mother, an action described as "friendly" by Regina Naughton, who was prosecuting, before his actions turned "sinister".

"He told police he poked the girl's breast to tell her where she should put the badge [of Egypt's flag]," said Naughton.

"He said he didn't really understand what he had done wrong, but wanted to apologise because she was upset with him."

On the eve of the Opening Ceremony of the Paralympics last month three members of Jordan's team had been sent home after they appeared in court in Northern Ireland on a variety of sexual assault charges.

They are due to return to appear in court again on October 18.

Khalil had been due to fly back home to Cairo with Egypt's team where they were met by several hundred supporters celebrating their performance in London, where they won a total of 15 medals, including four gold, all in powerlifting with Fatma Omar claiming her fourth consecutive victory in the women's 56 kilogram division.

Sam Corcoran, defending said Khalil, a father of three had "an absolutely exemplary record and this is the first time he has been in any kind of trouble".

"He has asked me if I would convey his sincere remorse," she said.

"He is so very desperately sorry."

Egypt's Sports Ministry refused to comment.
