With just 36 days to go until the International Olympic Committee (IOC) vote for which city they believe should host the 2016 Olympic and Paralympic Games, Samaranch described how the Madrid 2016 bid, founded on what he claimed is the country’s unrivalled passion for sport, will be the most enjoyable the world has seen and serve as a model for future Games.

He said: "Our bid will guarantee the most enjoyable event experience because it is about people.

"It will be the Games with the human touch.

"In Spain we love sport, we believe in it.

"We know how sport can bring people together.

"From the King of Spain to everyday citizens, everyone is behind us and we all want the Games to come to Madrid."

Samaranch, the son of former IOC President Juan Antonio Samaranch and an IOC member himself since 2001, has been leading Madrid's efforts to be chosen to follow London and host the 2016 Games.

It is Madrid's third bid to host the Olympics having previously failed to host the Games in 1972, when it lost out to Munich, and in 2012, although they were considered unlucky by many experts not to have pipped London when the IOC last voted on the Summer Games at its Session in Singapore four years ago.

Samaranch is confident that they will be chosen on this occasion.

He said: "Both athletes and spectators who come to our city in 2016 will receive an enthusiastic and warm welcome and Madrid will offer the world the chance to celebrate sport and the Olympic Movement in true Spanish fiesta style."

Through the extensive Madrid 2016 Legacy Plan, the event is designed not only to touch the lives of those present at the Games, but it will leave a lasting impression for generations to come, Samaranch claimed.

He said: “We believe in using sport as the vehicle to bring about social transformation and urban regeneration.

"A Madrid Olympics and Paralympics will show the world how, through the transforming power of sport, we can build a better tomorrow."

Samaranch claimed that more than three-quarters of Madrid's proposed venues for 2016 are already ready, making it economically more attractive to the IOC than its rivals Chicago, Rio de Janeiro and Tokyo when the IOC chooses the city at its Session in Copenhagen on October 2.

He said: "As the world continues to struggle with the economic climate, we are proud to offer one of the most technically advanced projects of recent years.

"We offer the security of 77 per cent of the necessary venues either built or underway, an efficient, reliable infrastructure, and the financial guarantees required by the IOC to ensure that the Games are delivered."
