It was an all-Azerbaijan final in the -57kg, with Sevda Valiyeva beating team-mate Afag Sultanova.
Bronze went to Turkey's Zeynep Celik and Uzbekistan's Parvina Samandarova.
Uzbekistan's world champion Feruz Sayidov won in the -73kg gold-medal bout against Ukraine's Rufat Mahomedov.
Azerbaijan added a bronze to their medal haul through Ramil Gasimov, the other given to Ukraine's Serhii Kotenko.
