A total of 210 Russian political and business figures have been included on the list, submitted to the US Congress as part of the Countering America's Adversaries Through Sanctions Act of 2017 (CAATSA).

The Treasury Department, however, have stressed that the list is not related to sanctions and no restrictions have been placed on the individuals mentioned in the document.

The document states: "To determine the list of oligarchs, the Department of the Treasury enumerated those individuals who, according to reliable public sources, have an estimated net worth of $1 billion (£707 million/€804 million) or more."

Along with Mutko, the former Russian Sports Minister who was banned for life by the International Olympic Committee due to the doping crisis, Kolobkov and Usmanov, several football club owners are also included on the list.

The number includes Chelsea's Roman Abramovich, Spartak Moscow's Leonid Fedun and Krasnodar's Sergey Galitskiy, whilst Russian Olympic Committee vice president Vladimir Lisin, who is also President of the European Shooting Confederation and the Russia Shooting Union, is also among the 210 names.

Russian officials have said that the list has put increasing stress on already strained relations between the two countries.

As reported by RT, Kremlin spokesman Dmitry Preskov said: "You can see that de facto everybody [included on the list] is called an enemy of the US."

The document was submitted to Congress after it was alleged Russia was going to attempt to hack the upcoming US mid-term elections.

The United States Intelligence Community believes that the Russian Government engaged in electoral interference during the 2016 US Presidential election, which saw Donald Trump elected.
